超級寒流襲台，臺南七股、北門、將軍區、學甲及安平、安南等沿海地區養殖漁塭虱目魚搶救不及大批凍斃，漁民損失慘重。立委陳亭妃接獲漁民緊急陳情，致電漁業署長蔡日耀，要求協助漁民認定全面寒害來爭取天然災害補助，以減少損失。
每次強烈寒流來襲，臺南地區的虱目魚即首當其衝，即使漁民事先做好防寒措施，但因虱目魚怕冷，一旦溫度低於十度即有凍死可能。臺南過去廿四小時持續出現十度以下低溫，最低時僅五至六度，虱目魚根本無法抵擋寒流，不是凍傷翻肚就是凍死。
陳亭妃表示，漁民需在最短時間內打撈死魚，避免魚屍腐爛導致水質惡化擴大損失，但市府及區公所人手不足，無法在第一時間拍照認證，除請市府、公所農漁單位加派人力協助拍照，也立即致電漁業署長蔡日耀，反映此次為全面性寒害災損，非單一個案，爭取天然災害補助，將損失降到最低。
